One PDF is the whole claim as a single document — the figures, then every invoice behind them, in claim order. That is the one to send. Zip with the spreadsheet is the same contents as separate files, for when somebody needs the sheet to work in. Upload your claim form under Form templates and the spreadsheet comes out in it.
